The Scrap Metal Dealers Act 2013 requires that any person(s) or organisations collecting, buying or selling scrap metal in North Hertfordshire must possess a licence issued by us. There will be a charge for licences granted under this legislation.
Site licence
A site licence is required where a business operates as a scrap metal dealer at a fixed premises within the administrative boundaries of North Herts Council. A Site Manager must be named for each site that is licensed. If a licence is granted, the licensee will be permitted to operate from that site as a scrap metal dealer including the transportation of scrap metal to and from that site.
To lawfully operate as a scrap metal dealer from a fixed site within North Hertfordshire you will need to submit a valid application form, supporting documentation and fee to us. To obtain this licence, a Site Application Form needs to be completed and returned to the Council. There will be a charge for licences granted under this legislation and details of these can be found on the Licensing fees page. Applicants also need to submit a basic Disclosure and Barring Service disclosure form as part of the application process.

Collector's licence
A collector's licence authorises the licensee to operate as a mobile collector in the area of this Council, permitting them to collect scrap metal (including both commercial as well as domestic scrap metal). If a mobile collector operates within more than one local authority area, a licence will be required for each and every authority that he/she operates in.
To obtain this licence, you must complete a collector's application form and return it to the Council together with the relevant fee. You also need to submit a basic criminal record disclosure form as part of the application process.
There may be a consultation with the police and the Environment Agency once we have your application and fee.

Offences
Anyone or any organisation that carries on a business which consists wholly or party in the buying or selling of scrap metal without a licence may be liable, on conviction, to an unlimited fine. For more information contact us.

Make changes to an existing licence
You will need to inform us if there are any changes to your licence, this covers any change to an existing business name, site manager or directors.
