The Energy Company Obligation (ECO Flex) scheme
North Herts Council is working in partnership with the National Energy Foundation (NEF) to expand eligibility for residents in North Herts to access government funding for insulation and other home improvement measures through the ECO Flex scheme.
If you are living in a draughty, hard to heat home, you can now qualify for government funding with low incomes, long-term health issues, or other qualifying measures such as living with very young or old people living in their home.
If your home is poorly insulated (EPC D-G), you can now qualify for this funding if you meet one of the following criteria:
- Your household has a gross annual income less than £31,000
- Your home is (EPC D-G) and you are in an owner-occupied or private rented sector household with a combination of two of the following:
- A person living at the premises is entitled to a Council Tax reduction
- A person living at the premises is considered to be vulnerable to the cold
- A child living at the premises is eligible for free school meals
- Completed a Warm and Well Assessment carried out by the National Energy Foundation’s (NEF) Better Housing Better Health (BHBH) helpline service. North Herts Council have partnered with BHBH to offer free, independent home energy advice.
- Referred to the Council for support by their energy supplier or Citizens Advice
- You receive a referral from the NHS related to severe health conditions impacted by living in a cold home.

SuperHomes – free green home survey and action plan
SuperHomes is a scheme offering residents free and personalised advice to help enhance their home’s energy efficiency.
You can receive a free home survey from a qualified Retrofit Coordinator, and a HERO (Home Energy Retrofit Option) plan, worth £250. This identifies the cheapest and most effective measures to improve your home and reduce your energy bills based on your priorities as a home owner.
